Bob,
I think you may have uncovered an issue which someone in the UK who wrote a book called "The Learning Organisation" ( and if I can remember for the life of me who it was I'll post it ) identified. If memory serves me right he pointed out that most directors when they got to top were still HR, IT, Finance or whatever at heart when they got there and couldn't take the holistic, outward looking view they were supposed to. I'll say no more.
In my experience it is a rare and wonderful creature who can make it to the top and Direct a company successfully. When I do come across them they are a refreshing change to work with and so much more gets done.
