My point is that empirical measurement and the assignment of value are not the same thing. In fact a case could be made that the more we 'value' something, the less we can quantify or measure it. An accurate representation is not the same thing as a tangible, precise measurement. I'd be interested to know how you define competancy. Is this a subjective analysis?
