The 'Measurement' of IC is something that
has been practised and published widely -
If you're assigning values to IC you already are
effectively measuring it...or did I mis-understand your query?

In my mind there are many ways in which to give
accurate representations - and to assign definate
values to certain types of Intellectual Capital. My
favourite method is via 'competency measurement'.
