Rob,
You have raised an interesting issue about the measure gaining the status of a 'given' representation of an underlying construct. Your point about intellectual capital seems to be shared by other constructs and measures in various kinds of organizational research.
For instance, in information systems research, over the span of time various researchers have developed and refined various constructs, have developed measures for representing those constructs, and have established the reliability and validity of the various measures over time.
However, if one revisits the research foundations of reference disciplines (such as social psychology, organizational behavior, motivation, etc.), one finds that over time a lot of work has also been done in such reference disciplines that has resulted in the evolution of many foundational concepts. As a result, a one finds that advanced understanding of such foundational concepts has taken place along with development of corresponding measures.
Hence, it is important for researches to intermittently revisit their foundations to assess the validity of the foundations on which they have built discipline specific constructs and measures.
By extension, it is desirable to continuously reassess any kinds of measures for not only their validity and reliability, but also for the validity of their underlying assumptions.
