It all goes back to a question of culture. If people are brought up to be suspect other peoples knowledge and to be overly protective of their own knowledge then sharing will be difficult to engender.
Real knowledge sharing doesn't happen in many spheres of life. It never fails to amaze me how "knowledge sharing" in some science faculties in the 90's is at odds with my experience of idea interchange in the humanities in the 70's.
If people don't have the culture of knowledge sharing when they are not "at work" then why should they behave any differently when they are?
Additionally, performance appraisals in quite a number of companies is such a subjective exercise that, in this context, that it indicates strongly that the knowledge sharing aspect should be ignored unless a) it is significant and identufied by peers or ii) it's lack has a negative impact on team cohesion
