AI techniques may be used to surface and capture patterns in data or relationships between information pieces, this however may not be 9or lead to knolwedge.
IMO the most effective tools for knowledge capture are 'conversation engines', a genre of tools that support relationships, dialog, questions, inquiry and 'thinking'. Examples are web conferencing, k-logs, wiki's and community ecologies with integrated synchronous and asynchronus media.
Knowledge management helps decision making, by building relationships, finding experts, promoting knowledge exchanges and promoting learning. KM contributes to DM (decision making) by assisting with double loop learning, capturing working patterns, recording lessons learned and helping AARs (after action reviews). the crtical role that KM plays is to enhance tacit knowledge, promote aligment and increase awareness / understanding - all of which lead to higher quality decisions.
