I'm not seeing the connection here clearly. Would you not be looking for a process for establishing a new unit / department / school?

How about?:
* Formulate the core concepts, decide on teaching methods and form a small team to guide the process
* Explore the boundaries - define the relationships with established curricula
* Establish the need and viability
* Understand the history, politics and 'rules' for starting new ventures
* Recruit and approach suitable staff
* Search for sponsors
* Draft and publish a proposal - include the rationale, funding requirements, ROI and how the 'new' entity will function
* Establish a virtual 'space' to gather suggestions / comments, record inputs and promote dialog
* If accepted, use project management practices to track and monitor progress

I suspect success will depend on finding the sweet spot, capturing interest, selecting key evangelists, finding ways to work within the existing structures, playing politics and having a powerful & engaged sponsor.
