Regarding "can knowledge be managed", don't know, but it certainly can't be forced. It can probably be nurtured, better utilized and barriers can be removed. That may not qualify as management, but it's a skill.
Regarding measuring knowledge, it's hard to measure, but trying gives a clearer picture. The value of "Intellectual capital" is a different subject, and that value depends on the context of measurement. A person who has the potential of inventing a cure for cancer for a non-profit government agency would have valuable "intellectual capital" measured in the context of human health but not necessarily cash returns. Any value assessment of knowledge depends upon the context of the assessment.
