To implement a change in the organisation, there has to be a need for the change. See if your organisation really needs to implement KM i.e. if it will benefit from it in real terms. Consult management.
If the need is there, find out the what is necessary to be achieved to meet that need. They are the result areas for your KM implementation. Again, consult management.
Once you have that done, find out how information flows in your organisation (formal/informal). Understand the organisation culture. Consult your department (HR) head.
Use your understanding of organisation culture & information flow and the set of result areas for the change, to develop objectives for the selection of the KM system. Also, keep in mind the legal aspects of (sensitive) information dissemination.
The KM system you select could be a technology or people (social) solution. It depends on the objectives and the most effective and efficient method of implementation to meet those objectives. Consult people with experience in the type of solution being looked at. For example, for a technology solution, consult the IT head.
Educate the work force w.r.t the changes and their benefits to the organisation, and therefore to them.
Implement the change.
