Knowledge can be managed, but only if you measure it as intellect and intellectual capital. So in this sense, KM transforms an organization's intellect into intellectual capital (and vice versa).

Knowledge, on the other hand, deals with tacit and explicit meaning. You can't measure the meaning except on an subjective or personal level. That's why you have to focus on tangibles like intellect and intellectual capital.
