Hello Don:
Personally I prefer Sveiby´s terminology of internal, human, and structural capital. I think it helps organize concepts.
However, I agree that on a human, and some internal aspects, the best way to measure measure is through results. After all we are measuring the quality of inputs, which should be reflected in the outputs. I like a combination of scorecard and NPV calculations within an Intellectual Capital Strategy to do this.
I would clarify that KM's focus is not making tacit knowledge explicit, but rather a strategic focus on achieving communities of learning and innovation that will be reflected in the coporate bottom line.
