Interesting question. I'm not sure US libraries are behind- rather my perception is library science in general, is behind the curve when it comes to an appreciation of ephemeral, constructed knowledge, in particular, the social, digital and tacit aspects. Perhaps the on-line world is moving just to fast for the 'collection centered' librarians?
A few librarians seem to be particpants in k-loging
