I would just add two more aspects to the almost exhaustive and excellent listing provided by Denham: Business skills, and Change Management skills.

The incumbent should be able to quickly grasp the business of the organisation, understand the role of knowledge in the business of organisation, and assess the impact of "improved/poor" knowledge management on the organisation's bottomline.

Any good KM initiative does create some amount of turmoil in the organisation - its processes/practices, value systems, cultural ethos, reward and recognition systems ... especially in the ways many a people would have been habituated to creating, sharing and re-using knowledge ... and one would need to ensure a smooth sail through this entire change process. Hence the need for above par change management competencies.
