Unlike Denham - or maybe orthogonal to Denham, I think that KM systems/policies need to provide some capability for Personal KM. I am thinking of this from the "what's in it for me" perspective. If the KM practices for the organization aren't going to help individuals deal with their daily activities, I am not convinced that the practices will gain much acceptance.

I also admit that PKM may not be the right answer to the WIIFM question. Given the existing PIM tools out there, there needs to be a big jump to a PKM tool that will help both the individual and the organization.

The ideas expressed on the KnowledgeWorker web site make some sense: enable individuals to structure their work based on some principles, and presumably they will be able to see that structure with others as well. It remains to be tested, of course.

There are some vendors that are starting to think in this direction as well. Provide excellent support for the individual, while at the same time giving individuals the capability to share across the organization. I like what I've seen from Entopia and some others with linguistic analysis of materials (documents) for both search and expert location.
