absolutely!
I think that knowledge management system can be effective only if are focused on supporting social people interactions and cooperation, indeed it is largely known that within a community of people that share a common set of working practices, norms and cognitive artefacts tha knowledge sharing and exchanging processes are more effective and easy to activate. especially, trust that determines the relationship within a community makes possible that people era more stimulate to use and share knowledge created by other people within the same social network.
so, in my opinion communities of practice facilitate knowledge management.
