As a military organization (U.S.Air Force) we re-structure on a regular basis as a way of adapting. It never works. The AF needs to spend more effort on predicting changes in the "market" vise reacting to the changes by re-organizing. The top of any organizings structure should start with risk analysis and then KM&I to keep the organizations knowledge capital available to react quickly to changes that are relevent.
