Interesting, very interest!
I have a more fundamental belief about the failure of KM tools...
It's because the people who implement many of them do not have a clear image of KM, nor what it's supposed to accomplish. Otherwise, if the EQ, HCM are not also supporting, then, KM will fail. All three are meant to work together...I'm hoping to do more study in this area.
The more I explore, the more I'm inclined to believe that EQ is more suited to KM than IQ...! Have you seen such evidence, that allows you to develop your 'angel' concept?
