(1) I perfectly agree with you. KM is not a strategy by itself. KM is a possible way to react to a challenge ... be it strategic or operational.
(2) I recently came across this: strategic planning is not something you do to establish a clear cut action plan -- but its something that enables you to act in an oportunistic way. I *think this is along the lines you talk about "org. capability" and "performance"?
(3) maybe KM can help to link capability & performance. but I wonder what it really is that not only helps you to have "eyes and ears wide open" but to hear & see the relevant things. do you have a hypothesis about that -- or even an answer?
