OK... I do see a link to KM, of sorts...! But that doesn't make it a KM project. I've always believed that organizations cannot develop strategies 'in a vacuum'! Developing an overall strategy for development that focuses on improving/implementing KM is, well, unfair. As a coincidence...I just completed a 6month study for a local fire department focusing on a 3-yr strategic business plan.
However, in my study, one of my strategies was improving on IM not KM! But I'm sure that Fire Depts, all over the world, would be very different, especially in responding to demands of both citizens and local government.(I also have first hand knowledge of public sector management.)
I think the weakest part of the RIMSAT case is an apparent belief that KM will drive the essentials. I just don't subscribe to this theory anymore. There are a few other key elements to be included in any strategy, to be successful. KM, in and of itself, will produce what? I remain skeptical.. :o)
