I believe that the design of the organization has an impact on culture. If a hierarchical structure restricts cross-functional communications, then close relationships between interrelated functions will be more difficult. Similarly, in a unionized organization the relationship between management and the union will set the stage for how cooperatively people are able to work together toward common goals. One of the factors that determine the flexibility and culture of an organization is the organizational structure.
