The trouble these days is that people have started viewing "organizational culture" in as infrastructural point of view and therefore moldable as furniture.
Culture funnily, is so amorphous and so messy that no one group in the organization can claim to sense it to any great depth.
Cultural paradigms or mental models are such resilient things that incremental tinkering with visible things like reward systems only gives rise to more cynicism and the virtuous cycle of failure.
The book "Dance of Change" is a great resource for internal and external consultants who are involved in change in organizations.
