Culture can be flexible. Culture can be unflexible. Culture itself isn't bad. It is more of a challenge. Even when a culture holds on to fixed ideas, these are often the same ideas that under previous management or even the same management were rewarded. Standard knowledge management techniques exist (managing the rewards structure etc.) to turn the culture into a valuable resource. That's why it's called cultural capital.
