Hi Reilly,
What it means, essentially, is that we know how to express and receive knowledge through the medium of information + data.I'm writing a paper on the dynamics, will have it posted on knowledgeboard.com in a bit. But as far as I can gather, this is KM - that we know how to exchange knowledge.
The formula should improve the quality of KM because, like anything else, if we know what we're doing we'll do a better job of it.
