Hi Boris,
A slightly radical idea.......
Most company policies are strategized by senior management & then imposed on employees. maybe there is a way that management can ask line workers themselves what will make them want to contribute good ideas. sometimes if employees themselves come out with the system, they are more inclined to see it succeed.
