Focus on the 'function,' what you want your organization to do... let the 'function' guide the definition of the 'form.' Any form may be effective or ineffective depending upon its success in delivering what you need. Boxes and arrows look good and provide a simple overview, however what is more interesting is what happens under the 'neat looking structure.'
