What I've concluded is that knowledge management is the process that takes place when knowledge becomes information + data, and vice versa, when information + data becomes knowledge.
That is why 'knowledge' needs to be 'managed'. I can't really think of any other reason.
We could look at personal development, ie the way of improving emotional/physical/mental health to improve an individual's knowledge creating powers. We could look at all kinds of other forms of management that are related to knowledge in some way, shape or form, like meditation, education, etc etc. But in terms of the actual knowledge management process, I think its really that simple. We're trying to manage how knowledge becomes information + data.
Which ties into your statement about the actions that knowledge enables. The creation of information + data is the primary action of knowledge, which leads to all kinds of results and further actions.
