This sounds familiar. You want to actually learn from your past experience, and there is no clear mechanism to do that.
Having just read Learning to Fly, which describes BP's experience along these lines, I highly recommend having a look at it. They propose a model for KM based on learning and sharing. Any new project that starts needs to look for related information: Assume that someone, somewhere has done this before. Go find the information and take advantage of it. The authors provide a number of examples where this has been indispensible within BP. For an engineering firm, I have to believe this is right up your alley.
For what it's worth, I also suggest spending some time thinking about what you really need. This will help when you start getting bombarded with software and consultants that push you into their familiar territory.
