Since I am in the middle of reading Etienne Wenger's well-written new book, Cultivating Communities of Practice, I can suggest that communities are something you might want to explore.
While communities are never a cure-all, the short description you provide suggests that there might be a good connection with what you are already doing. Wenger (and many other folks) provides good direction around how to create communities - and how to determine what those communities are "about."
As the others have said: what does your organization need? Does management share the sense of importance of that need with the scientists?
It would be great if you could let us know what you end up doing, in a general way, of course.
