Hi Karen,
Before you get into the structure of your KM system, it is important to be able to get your colleagues to move away from their 'natural' way of working i.e. talking to whoever can help them, dumping their reports/finding in Windows directories, etc. into a more structured, less comfortable way of doing things.
For that to happen, you need to effectively answer the questions, 'why is our current method of working not satisfactory?', 'what do we hope to acheive by implementing KM?' & 'what are the additional hassles each member of our organization will have to take on with our new methods?'
Only when you have answered these questions to yours & your team's satisfaction can you hope to get the buy-in to make it work effectively. no amount of external compensation will make them work the system properly if they do not see the point behind it.
Once you have everyone behind you, creating a KM structure compatible with your organizational culture should not be too difficult.
