I understand the hypothetical you pose but am not sure that your "ceteris parabis" assumption is valid for all cultures. The question posed by yourself is what are the incentives and the response is are these assumptions valid across all cultural interfaces. I think that this precedent assumption has to be asked and answered before you can make that broad assumption. Additionally, I would say that knowledge sharing incentives may differ in utility across organizations (that there may not be a "monolithic" incentive that works across organizations and cultures).
