Hi Denham,
You have laid out a very comprehensive set of points. However, I seem to have missed if there are any points which address employee motivation to use the 'new' KM tools.
From our experience with clients, many line workers (the guys who do the actual work & dont have much say in strategic descisions!) resist adopting to new IT systems unless their WIFM (Whats In It For Me) factor is addressed.
They don't care if the system helps the company as a whole work more efectively, how much time will it take for them to learn the system? Will there be any benefits to their specific day to day job in adapting to the new system? are there any inefficiencies they have been hiding that will be revealed by the new system?
In many cases, its not just having the new system be compatible with the older ones, is it's user interface similar enough to what the employees have been used to using?
Maybe points should not be just given to the vendor who gives the most technically elegant or cost effective system. Maybe points can be given to the solution that involves the least "pain" to transition to .
