A datbase is really a very poor KMS tool. What you really need is a tool that allows easy editing and communication. This moves the paradign from sharing documents to engaging in dialog, exhanging views and ideas.
A database can be useful once you have agreement on best practices, a template for yellowpages or a format for lessons learned or for recorded learning histories. What you need is a space where people can critique, exchange ideas and a way to support collaborative writing. Knowledge happens through participation (in a 'conversation'), it is hardly knowledge that is captured in fixed field database rather information and data.
Have you considered some of the open source tools e.g. from SourceForge or even a simple Wiki?
