I think the articles by Pfeffer (I will give you the exact references if you're interested, he also has published a book on the subject) are the most intriguing on the question. He proposed seven practices of human resource management to, as he said, "turn knowledge into action": open book and communication, equality, trasversal careers, selective recruitment based on social skills rather than in easily trainable technical skills, and so on...
His idea are controversial because other said there's no best practice in HRM, but rather many contingent alternatives, but I think he may be a good starting point...
