Hi Florian,
A basic rule of thumb for creating a scorecard could be as follows:

- measuring the success quotient of tacit changes made to managing knowledge leads to tacit success stories, whereas explicit changes to managing knowledge leads to explicit success stories.

That's the first step. Then we get into 'at what point do we apply the measurements' aspect. Which gets more complicated, but that above is a good starting point.
