OK... errr... where is paper??? I only have a hard copy to be honest! I know it was published - "Knowledge and Process Management" Volume 7, Number 4, pp.224-232 (2000).
Not sure if you can get hold of this? If not then let me know and maybe I can get it to you by other means???
