We love you too, especially that you are taking on the New York Cabbies ;-)))

From my limited experience of a typical NY Cab driver, many of them are immigrants & a lot of them do not seem to be highly skilled in using computers.

If your main aim is to 'improve their quality', Im assuming you would mainly like them to interact better with customers & follow some rules of driving safety. You might have greater success using 'story telling' to initiate cultural change.

study the London Taxi system, you would see a strong implicit culture running thru there which is immediately absorbed by new drivers.
