Chris,
Learning management is indeed an important sub-process. What is important to note is that learning management relies on other knowledge management layers being in place. Learning does not happen through reading textbooks or other material. Learning happens best when we are able to apply new knowledge at a point of need. A company source its learning management from its meta knowledge, substance knowledge and experiential knowledge.
A key requirement for learning managment then is delivering knowledge to a point of need at a time of need.
The prime directive of learning managment is to create the culture of using this knowledge in a responsible way. The difference between the novice and the expert is the ability to see when an exception applies to the rule. Learning managment should not just be aimed at learning but at really thinking about the knowledge that is delivered.
Learning management fuses the individuals capability with the knowledge that is delivered to him through knowledge managment.
