I personally completly agree with you. My whole working life targets to optimize things and I am the first to adapt other people`s solution, if they ease my life (in a positive way). But I think that most people in big companies
1: Think that they get money for the work they did in the past and
2. because of that do not spend to much time in changing.
The attitude towards the company is, that the compy owe them something.

I think therefore a best pratice system can be helpful, because if somewhere a good solution is found, the other have to explain, why the refuse to use it. On the other hand the existing best practices do not respect the peoples attitude not to change. Therefore most people are reluctant to take over the best practices or only do it, if they are forced.
I recently read an article about change. What make people not change is the balance factor. If the situation is o.k. for the participants, there is not reason to change it. What can people make change is the dominance factor, people want to win and the stimulance factor, people sense fun in dosed changes.

But both requires a good and sensitive leadership, which most compnies lack. And there is the real problem.
