My suggestion would be to get the opinion of your employees about how best to ensure knowledge sharing. Ask for volunteers to take on responsible roles within that context, AND, a very big AND, make a contract with them to measure their success and the rewards they could expect to see when they perform against these agreed measurements. Please make the measurements simply and clear. It avoids pain and discomfort when payday arrives.
Be true to them and reward them justly.
Please refrain from making all the "usual" appointments, as your ideals would probably come to a slow and grinding halt there, at a tremendous cost.
