in all honesty i do not have any experience with this and have only very briefly looked at knowledge maps, so the following is not much else than my own thoughts.
if i understand your question correctly, then yes, it seems logical to first examine needs, which in turn could help you with mapping. in case you haven't already done so, i imagine it would help to know what you mean by needs (information, process, output/production, some, or all of these), as well as who has these needs and what they are currently doing about them.
