These seem to relate to some Drejer, A. (2001) "How can we define and understand competencies and their development?,
Technovation, 21, 135-146.
Basically this looked at the basic elements that support the creation of competency.
Hard Capital-- (machines, software, cash, building etc)
Human Capital--(people and their existing knowledge)
Formal Organisation (process, proceedures, explicit policy, reporting structure)
Cultural (informal structure and process of shared values that guide activities)

For further depth you could examine Miller (1998) where he looked at the theory of assets + capabilities = competency.

Knowledge Management frameworks are usually frameworks that are adapted from other areas.
