Greetings Colleen,
Meta-data for knowledge work is still in its infancy and standards are emerging and evolving as we speak. Markup definition and tags for navigation may be different than those for search or those needed for customer or stakehoder interaction.
A good place to start is establishing an enterprize ontology (taxonomy / classification) system, then to look at industry standards such as XML or XTM for ways to implement the definitions & code.
One of the decisions you may have to make upfront concerns a universal or niche navigation strategy, e.g. in a healthcare environment will nurses and doctors use the same terminology and have similar key concepts and will these be useful for patients who may wish to traverse your web site?
