Hi Greg,

With a company of that size you could look at the outsourcing model, an IT infrastructure management company (particularly not a large one like EDS) can be leveraged to provide increased value to your company.
In an outsourcing initiative the outsourcer is paid to provide services within a budget, these services and their effectiveness are measured as part of their performance goal.
They are reluctant to overspend your budget due to penalties and loss of bonus payments incorporated into your contract.
Tips
Never outsource a problem
Choose your outsource partner based on their cultural fit and synagies to your business goals.
Dont outsource control only the functions

generally you get better value for your money
