We may be talking a little at cross purposes here. Let me explain:

Capturing intellectual capital:
There are many tools for doing this from knowledge 'harvesters' to expert systems. Capturing IC is very different from building a directory that points to expertise and provides contact information. When gathering IC the emphasis is on finding tips and tricks, gathering stories, documenting lessons learned and mining personal best practices. The hope is to uncover, store, protect and make accessible scarce experience, knowledge and expertise.

Yellowpages and directories:
In their simplist form these are pointers to people who have the knowledge or contacts rather than capturing the knowledge (content) itself. Issues here are: ways to maintain the entries and keep them current, what items to include and how the expertise is to be rated. A common format requires individuals to maintain their own profiles, and to include: name, contact info, education and certificates, past projects, expertise ratings in terms of key competencies.

My experience is individuals often fail to list past relationships or non-work personal contacts, they do not indicate their passions, rather they enter their 'offical' recognized proficienceies, skills are often overstated and expertise is under qualified.

The best way to 'capture' this IMO is to hold conversations rather than to distribute forms & questionnaires; to encourage / allow open comments and critique rather than to restrict edit access.

A key area is developing the taxonomy of competencies. This must be company specific and closely tied to strategic goals. Way too often companies place all their emphasis on what you wish others to know, you know. Most times real value comes from who you know or have known, what you are really interested in, and if you are prepared (or have the time to?) to share, teach and mentor others.
