In order to get a CEO or otherwise to listen, the first thing to realise is you cant do it on your own.
Who within the organisation has the same feelings/beliefs as you. Gather your support and provide value propositions as to why it should change. Do the necessary research work to prove your case and present it with the assistance of others.
So long as your conception provides qualified value to the organisation the CEO will listen.
It may be that in order to prove the value of KM you might have to start with the intranet and adopt KM policies to make it a sucess.
Complete change is allways a lot more difficult that incremental change.
"The long journey begins with the first step" you have a good opportunity to create value and prove the capabilities of KM within the intranet and leverage support for further projects.Andrew
