Mike,
You have three excellent responses but I'm going to add an additional thought. Why not abandon the term "KM" altogether and focus on business problems and solutions, especially related to strategic issues in these difficult times. Can you and the people you are hoping to have work with you on this identify where you can save the company money, increase efficiencey, or something like that? Going even higher, read the business strategy and find out what keeps the higher-ups awake at night and point to those things. Leave KM out of the discussion, knowing that KM-type solutions are simply good business practices when applied to the right parts of the organization for the right reasons.This approach also gets you out of the IT solution as being the only solution -- focus on what PEOPLE do or can do as part of bettering the business. Maybe your folks have some great ideas along these lines, and you know KM can help but they don't need to see it that way.
