Mike C -- My notions, I hope, complement Mr. Fox's well reasoned comments.
Your problem is, in my view, one of marketing and sales. So your first tasks are to understand the nature of the resistance to KM -- at more than a superficial level. In addition, you must determine what the project group members think are their major problems (Not what you think, but what they think)With this info you are in a far better position to show directly how KM can help the group be more effective, less frustrated, more efficient, whatever. You can help them solve their problems, rather than talking about how KM can provide solutions. As long as you try to impose something about which the "imposees" are skeptical, you will not get very far.
From another perspective, you are attempting to build a system, a KM system. It is an often ignored truth that the users of a system should drive the design, not the IT/IS people. It's really no different than: you are more likely to get the meal you want in a restaurant by ordering it yourself than by having someone at the next table order for you.
It's pretty well known in the consulting business that it is very difficult to sell products and/or services that are intellectual and abstract. Common sense and details will win the day for you.
