Interesting discussion. I don't know that anyone has answered your core question: What KM ideas can be employed to improve the performance of an IT organization? And I don't know that I can answer your question fully.
In learning about the "IT Lifecycle" from the business perspective, I am seeing some very interesting possibilities. In heavily regulated industries everything that touches the regulated activities must be validated. The validation must be verified on a regular basis to check for changes in the implementation (a collection of small changes could be significant) AND changes in the regulations that impact the validation.
Today, this means that the initial user requirements must be clearly tied to any functionality of the system and these functions must be explicitly tested such that they meet the user requirements in Installation, Operational and Performance Qualification tests. Any changes to the system must be justified in terms of the criteria and controlled appropriately.
In this arena, a "KM" tool could be an advanced activity tracking database that allows links from user requirements to initial specifications to final testing documents and allows intelligent commentary about any part of the process. The idea is that someone could come back during the regular review to review the project. Or the change control process could be made easier by searching for the specifications affected by the change being made.
