What I see happening has a bit of different twist. IC and Knowledge are the same, but they are not 'knowledge' per se, they are more like 'know-how'. Knowledge is not the knowledge that equates with IC. Which enters the realm of more esoteric thinking.
Regarding the exoteric ideas about this, I'm beginning to look at 'know-how' as the desired outcome of the KM process. Which is to say that KM strives to create know-how. And the only tangible way we can measure this intangible asset is by using the intellectual capital model. Because IC is exactly the valuation of know-how:
Structural Capital + Human Capital = Know-How (IC)
