First and foremost IT / IS Departments should be structured to answer any business need or analysis. Of course, before attaining this structure, IT/IS departments most have qualified Analyst and Develop who are capable of providing various methods. Within today's IT / IS department so many unskilled Analyst are coming forward w/out any accountability. Mgmt. is hiring these people.
